Traditionally this decision is usually made by a developer with a vision, someone that wants to make a difference, someone that wants to build a legacy project. As a result Timber builds have become bespoke passion projects rather than your everyday project.
Due to this bespoke nature the mined cost data can tend to be on the volatile side. This volatility of cost data in timber builds has resulted in a great number of viable timber builds falling over at feasibility stage.
